ANCHOR: Strengthening Australia’s PNT Resilience

FrontierSI has released the third report in its Armouring the Clock series, examining current trends in Positioning, Navigation and Timing (PNT) threats and the technologies that can strengthen Australia’s resilience across cooperation, competition and conflict.
Titled ANCHOR: Strengthening Australia’s PNT Resilience, the report looks at how growing dependence on PNT across Defence, government and critical infrastructure is intersecting with a more complex and contested risk environment.
Funded through the Department of Defence Strategic Policy Grants Program, ANCHOR brings together a civil-military threat framework with a detailed assessment of the PNT technology landscape. It considers hazards ranging from cyber intrusion and supply chain disruption to workforce and personnel vulnerabilities. It also reviews capabilities across space-based and terrestrial systems, alongside emerging alternatives.
“PNT underpins much of Australia’s economy and national security, yet the threats to these systems are increasing” said Graeme Kernich, CEO of FrontierSI. “ANCHOR outlines what needs to be done now to reduce risk and strengthen resilience over the long term.”
The report outlines practical pathways to address weaknesses through coordinated policy settings, governance arrangements and targeted technology investment. It frames PNT threats in terms relevant to Defence, civil government and critical infrastructure operators, and outlines how these risks can be detected, monitored and anticipated over time.
ANCHOR makes four recommendations:
- Define nationally coordinated, threat-driven and risk-based requirements for PNT resilience
- Undertake feasibility studies of PNT architectures to meet these requirements
- Review existing policy, regulatory and standards frameworks to support resilient PNT outcomes
- Develop an Australian PNT Strategy to guide future national capability
