New paper gives leaders a practical lens for scaling AI from proof-of-concept to production

AI is becoming part of everyday business, yet it struggles to become business-as-usual. Government, industry and organisations are investing heavily in AI proof-of-concepts; however, many never progress beyond experimentation.
A new paper from FrontierSI and the Geological Survey of Queensland (GSQ), part of the Department of Natural Resources and Mines, Manufacturing and Regional and Rural Development, argues that the missing ingredient is leadership rather than another technical framework or a better AI model.
‘SCALE: A Leader’s Lens for AI Adoption‘ provides leaders with a simple way to frame conversations across business, technology, governance and risk, helping organisations decide their next step in the AI adoption journey.
SCALE provides a simple leadership lens built around five elements:
- Start with the problem
- Confirm what the proof-of-concept proves
- Assess risk and align governance
- Lift readiness and maturity
- Embed, evaluate and assure
Together, these elements form an assurance cycle that can be applied throughout the AI lifecycle, as initiatives move from proof-of-concept through pilot to production.
The paper is grounded in GSQ’s own experience scaling its Digital Librarian proof-of-concept, a tool built to help users navigate one of Australia’s largest collections of geological information. With around 191,000 datasets and more than 500 terabytes of geological data, the initiative demonstrates that building an effective AI solution was only one part of the challenge. Even more important was preparing GSQ to operate, govern, and trust it.

SCALE draws on the lessons and principles established in the earlier white paper, ‘Governance in the Age of AI: Readiness and Responsible Leadership,’ translating its principles and artefacts into a practical leadership model that organisations can apply throughout the AI lifecycle.
The publication is part of a planned series of companion papers exploring enterprise AI capability, strategic investment, organisational change and information stewardship as organisations continue their AI adoption journey.
