provides practical guidance for organisations seeking to deploy artificial intelligence safely, ethically and at scale.

The release of this report coincides with Australia’s AI Week (24–30 November) and the launch of Australia’s National AI Plan, both of which highlight the growing need for strong governance, clear frameworks and responsible adoption of AI across government and industry.

Together, the team developed a set of frameworks and tools that organisations can use to assess their readiness for AI and put in place the right governance foundations for responsible implementation.

A practical approach to responsible AI

The report addresses a major challenge many government agencies and industry partners now face: how to move beyond early trials and proof-of-concepts to trusted, operational AI services. The work draws on insights from GSQ’s Digital Librarian proof-of-concept and is designed to be scalable across departments, sectors and different levels of digital maturity.

The report introduces:

  • An AI readiness model that assesses readiness across strategy, organisation, data and technology
  • A governance framework that can be right-sized to an organisation’s risk and program scope
  • Clear tools, artefacts and accountabilities that support safe and consistent adoption

These frameworks help organisations understand where they are today, what needs attention, and how to build confidence as they progress toward responsible AI-enabled services.

AI is changing how government, research and industry discover information, make decisions and deliver services. The benefits can only be realised when strong governance, clear direction and the right organisational foundations are in place.

This report aims to support that journey by providing practical guidance that organisations can apply immediately, regardless of their starting point.
