Strategic roadmap for TMR to achieve an Intergrated Transport Network, being future-ready for how spatial data will evolve and implementing a robust spatial data management for this
The Challenge
As a data owner of the integrated transport network, TMR needs to have confidence in the alignment and maintenance of the physical road network and the digital representation of the road network.
Having high trust in the network will allow business groups to use the network for key use cases such as safety, freight and active/public transport. It is an enabler for achieving TMR’s Strategic Plan (2023 – 2027) vision of ‘Connected communities in a sustainable, thriving and inclusive Queensland’, and the 20-year long-term goal developed in the WP2 ‘to be continuously adaptable to deliver an integrated transport network that leverages advanced technology’.
This aspiration requires business groups within TMR to work towards common goals for the Integrated Transport Network (ITN). – a multi-dimensional representation of the real-world transport network that incorporates time, location and transport modes. Core to the ITN is spatial data management providing guidance, quality assurance, accessibility, and adaptability to changes. This work provides a roadmap for the way forward to achieve this.

The Solution
The Integrated Transport Network Roadmap sets out a plan to enhance the way that spatial data, technology, processes and people support the creation and operation of an accurate multi-dimensional transport network at TMR. By necessity, the roadmap goes beyond the network to include wider spatial governance and culture within TMR. The roadmap is aligned with several TMR strategies, most notably the Strategic Plan (2023-2027), ICT Strategic Plan (2023-2026) and Spatial Strategy (2020-2025).
The foundation of this work was consultation with a suite of internal stakeholders from select business groups to understand current state uses and challenges and future state needs and aims. Following this, a high-level Data Management Framework and Data Quality Framework targeting best practices for the integrated transport network, and by necessity wider spatial data, was developed. The Data Management Framework (DMF) and Data Quality Framework (DQF) are aimed at providing a foundation of high-level considerations to ensure that data management best practices are embedded in the organisation’s mindset and processes, supporting the delivery of an integrated transport network.
This roadmap presents guiding principles, strategic objectives and initiatives to provide direction on bridging the gap between the current state and the long-term goal of continuous adaptability to deliver a future integrated transport network that leverages advanced technology.
Impact
Ultimately, the roadmap supports TMR in taking a long-term view of its investment in spatial data, technology and people to form an adaptable ecosystem to obtain valuable insights for each transport use case at the right time.
Beneficial outcomes of this roadmap include:
- An accurate representation of the integrated transport network that is accessible from a single point of truth for multiple use cases
- Clear direction and organisational maturity in data management, including rigorous data quality assurance
- Improved and efficient collaboration within TMR and with partners and customers
- Strategic governance and investment in innovation and sustainable, future-ready capabilities
- Resilience and responsiveness of the workforce to evolve service delivery in line with customer needs and advancements
